to the Governor of Hong Kong.

Representations have been received by Foreign
office that China Navigation Company's weekly sailings from HongKong to Swatow with supplies Ar British Community result in average loss of £30 a visit and that this
burden should properly be borne by His Majesty's Goverment while boycott lasts. Company represent that
sailings were only resumed at request of Hong Kong Government. Telegraph particulars of arrangemente made
and observations generally.
